The question shall appear on the ballot in the following form: QUESTION The voters of Alaska rejected constitutional amendments in 1980, 1984, and 1986 that would have given the legislature the power to repeal regulations by resolution. Should the legislature be given the power to repeal regulations by resolution?" Representative Berkowitz moved and asked unanimous consent that Amendment No. 1 be adopted. Objection was heard. The question being: "Shall Amendment No. 1 be adopted?" The roll was taken with the following result: SJR 3 Second Reading Amendment No. 1 YEAS: 11 NAYS: 27 EXCUSED: 0 ABSENT: 2 Yeas: Berkowitz, Cissna, Croft, Davies, Grussendorf, Joule, Kapsner, Kemplen, Kookesh, Moses, Smalley Nays: Austerman, Barnes, Brice, Bunde, Coghill, Cowdery, Davis, Dyson, Foster, Green, Halcro, Harris, Hudson, James, Kerttula, Kohring, Kott, Morgan, Murkowski, Ogan, Phillips, Porter, Rokeberg, Sanders, Therriault, Whitaker, Williams Absent: Masek, Mulder And so, Amendment No. 1 was not adopted. 1999-05-18 House Journal Page 1625 SJR 3 Representative Green moved and asked unanimous consent that SJR 3 be considered engrossed, advanced to third reading and placed on final passage. Representative Berkowitz objected. The Speaker stated that SJR 3 will be in third reading on the May 19, 1999, calendar.
